UK attitudes toward protection, rescue, and rehabilitation programmes - and towards all pinnipeds - run the gamut from outright hostility in marine resource extraction industries to "animal rights"-style activism.
(There is no overriding system of regulation or enforcement that mandates conservation or even humane treatment.)

[ European Union ]

Rescue and rehabilitation efforts on the European mainland and Scandinavian Peninsula predate the modern trend toward harmonization.
(Scientific cooperation and shifting public sentiment may yet mitigate some regional risks of further extinction.)
